The enhancement of guidance and direct resolution of questions and concerns from localities regarding procedures and professional matters has helped improve the effectiveness and efficiency of implementing decentralization and delegation in the field of goods origin.

In implementing Clause 6, Article 28 of Decree No. 146/2025/NĐ-CP dated June 12, 2025, of the Government on decentralization and delegation in the field of industry and trade, and Circular No. 40/2025/TT-BCT dated June 22, 2025, of the Minister of Industry and Trade on the issuance of Certificates of Origin (C/O) and written approval for traders to self-certify the origin of exported goods under Clause 6, Article 28 of Decree No. 146/2025/NĐ-CP (Circular No. 40/2025/TT-BCT), on the afternoon of August 7, 2025, in Ho Chi Minh City, the Import-Export Department, in coordination with the Department of E-Commerce and Digital Economy, organized a conference to disseminate and guide the implementation of decentralization and delegation in the field of goods origin.

The conference was attended by leaders and officials from the Departments of Industry and Trade of southern and Central Highlands provinces and cities, including Ho Chi Minh City, Dong Nai, Can Tho City, Vinh Long, Dong Thap, An Giang, Tay Ninh, Gia Lai, and Ca Mau. The event was chaired by Ms. Trinh Thi Thu Hien, Deputy Director of the Import-Export Department.

This conference is part of a series of activities by the Import-Export Department aimed at promptly providing direct guidance to localities and delivering in-depth training on goods origin to personnel in charge of issuing C/Os nationwide. The principles of decentralization and delegation in the field of goods origin are aligned with the regulations on the division of authority under the Law on Organization of the Government, the Law on Organization of Local Government, specialized trade laws, and foreign trade management laws. This creates favorable conditions to reduce costs and administrative procedure time for traders, as they can apply for licensing directly in their localities; meanwhile, local authorities can supervise and directly inspect the import-export activities of traders in their area.

In her opening remarks, Ms. Hien emphasized that the conference aims to provide detailed guidance on the implementation of Circular No. 40/2025/TT-BCT so that localities can finalize the legal framework to carry out the tasks of issuing C/Os and written approvals, thereby facilitating exporters nationwide. According to Circular No. 40/2025/TT-BCT, organizations assigned by the provincial People’s Committees will issue various types of C/Os and written approvals (31 types of Certificates of Origin, Certificates of Non-Change of Goods Origin, REX self-certification codes, and written approvals for self-certification of goods origin).

In addition, representatives from the Import-Export Department and the Department of E-Commerce and Digital Economy introduced the legal basis and key regulations on goods origin, as well as the professional procedures and processes for issuing C/Os and written approvals for self-certification of goods origin, and demonstrated the operations on the eCoSys system.

The leadership of the Import-Export Department requested that Departments of Industry and Trade or organizations assigned by provincial People’s Committees promptly complete the legal framework for issuing C/Os and written approvals, consolidate personnel, finalize the registration of seal and signature samples, submit training needs, and ensure the digital infrastructure is connected to the Ministry of Industry and Trade’s electronic Certificate of Origin management and issuance system (eCoSys). At the same time, they must comply with the processing time for applications as stipulated in Article 16 of Decree No. 31/2018/NĐ-CP dated March 8, 2018, of the Government detailing the implementation of the Law on Foreign Trade Management regarding goods origin.

Representatives from the Departments of Industry and Trade of southern and Central Highlands provinces and cities praised the Import-Export Department’s efforts in implementing decentralization and delegation in the field of goods origin, as well as its direct resolution of local questions and concerns regarding procedures, the completion of technical infrastructure, and professional matters—towards the goal of ensuring that the issuance of C/Os and written approvals for self-certification of goods origin is effective and efficient in the shortest possible time.
