From September 1, 2026, businesses importing animal products for food consumption should take note of changes regarding the authorities responsible for receiving food safety inspection applications.

On August 20, 2026, the Regional Animal Husbandry and Veterinary Sub-Department VI issued Official Letter No. 406/CNTYV6-TH regarding the processing of applications for food safety inspection of imported animal products intended for human consumption.

New Regulations Effective September 1, 2026

According to Official Letter No. 406 and Circular No. 22/2026/TT-BNNMT issued by the Ministry of Agriculture and Environment, from September 1, 2026, state food safety inspections for imported goods of animal origin under the management of the Ministry of Agriculture and Environment will be conducted under normal and strict inspection procedures by authorities assigned or designated by the Chairman of the provincial-level People's Committee.

Therefore, businesses must identify the correct competent authority responsible for receiving and processing their applications before carrying out food safety inspection procedures.

What Should Importers Take Note Of?

1. Submit Applications to the Correct Authority

According to the list compiled by the Regional Animal Husbandry and Veterinary Sub-Department VI, applications will be received by the relevant authorities in the following localities:

  • Ho Chi Minh City: Food Safety Authority.

  • Tay Ninh: Department of Agriculture and Environment of Tay Ninh Province.

  • Dong Nai: Department of Agriculture and Environment of Dong Nai Province.

  • Dong Thap: Dong Thap Sub-Department of Animal Husbandry and Veterinary Medicine.

  • Lam Dong: Lam Dong Sub-Department of Animal Husbandry and Veterinary Medicine.

Businesses should determine the appropriate receiving authority based on the applicable locality and regulations to avoid requests for additional documents or amendments during the application process.

2. Applications Subject to the New Regulations from September 1, 2026

Businesses planning to import animal products for food consumption should proactively review their application documents and food safety inspection procedures in accordance with the regulations effective from September 1, 2026.

3. Take Proactive Measures to Avoid Customs Clearance Delays

Submitting an application to the wrong authority or preparing incomplete or inappropriate documents may result in additional processing time, potentially affecting the specialized inspection and customs clearance schedule.

Therefore, businesses should proactively update the new regulations and verify the receiving authority before submitting their applications.
