On August 22, 2026, the Government issued Decree No. 336/2026/ND-CP, regulating administrative procedures for exported, imported and transit goods, as well as means of transport entering, exiting and transiting Vietnam, under the National Single Window and ASEAN Single Window mechanisms.

The Decree will take effect from October 15, 2026, and is an important update for import-export businesses and logistics companies to proactively prepare for.

1. What does Decree 336/2026/ND-CP regulate?

The Decree focuses on the implementation of electronic administrative procedures through the National Single Window (NSW) and ASEAN Single Window (ASW).

The scope includes:

• Export, import and transit goods;

• Means of transport entering, exiting and transiting Vietnam;

• The receipt, exchange and processing of electronic information and documents between businesses and competent state authorities;

• The implementation and exchange of information related to administrative procedures through the National Single Window and ASEAN Single Window mechanisms.

2. What should import-export businesses pay attention to?

Conducting procedures electronically requires businesses to prepare complete, accurate and consistent data and documentation.

Businesses should pay particular attention to:

✔ Check declaration information:
Product descriptions, HS codes, quantities, weights, exporter and importer information, and other relevant data should be carefully checked against the supporting documents.

✔ Review licenses and specialized procedures:
For goods subject to specialized management, businesses should identify in advance the required licenses, certificates or inspection procedures.

✔ Monitor electronic applications:
Businesses should proactively track application status, requests for additional documents and processing results on the system to minimize impacts on customs clearance and transportation schedules.

✔ Standardize documentation procedures:
Shippers, documentation teams, freight forwarders and carriers should coordinate closely to minimize inconsistencies throughout the document-processing process.

3. What should businesses prepare before October 15, 2026?

Before the Decree officially takes effect, import-export businesses should proactively:

• Review their current procedures;

• Check and standardize import-export data and documentation;

• Identify specialized procedures applicable to each type of goods;

• Update requirements related to the National Single Window and ASEAN Single Window mechanisms.
