The Ministry of Industry and Trade of Vietnam (MOIT) issued Decision No. 2174/QD-BCT dated September 7, 2026, imposing official anti-dumping duties (AD duties) on certain ceramic and porcelain tiles originating from India.
This new policy is an important matter for businesses importing tiles from India, particularly when it comes to determining the HS code, country of origin, manufacturer, exporter, and the applicable anti-dumping duty rate for each shipment.
1. Key Information
| Item | Details |
| Legal Document | Decision No. 2174/QD-BCT |
| Date of Issuance | September 7, 2026 |
| Effective Date | September 22, 2026 |
| Issuing Authority | Ministry of Industry and Trade of Vietnam |
| Case Code | AD23 |
| Country of Origin | India |
| Application Period | 5 years from the effective date |
| Anti-Dumping Duty Rate | Depending on the manufacturer, exporter, and specific circumstances |
2. Which Products Are Subject to the Duties?
The anti-dumping duties apply to certain ceramic and porcelain tiles originating from India that fall within the scope of products specified in the relevant Notice.
The applicable HS codes include:
6907.21.21 – 6907.21.24
6907.21.91 – 6907.21.94
The products covered mainly include floor tiles, wall tiles, paving tiles, and similar products, with technical characteristics specifically defined in the Notice.
Important: Businesses should assess both the HS code and the actual characteristics of the goods. The HS code alone should not be used as the sole basis for determining whether a product is subject to anti-dumping duties.
3. Anti-Dumping Duty Rates
The anti-dumping duty rates are not uniformly applied to all exporters from India. The applicable rate is determined based on the manufacturer, exporter, and whether the required conditions and documentation are satisfied.
Certain applicable duty rates include:
- 5.55%
- 18.20%
- 22.27%
- 45.30%
The 45.30% rate may apply in certain cases where the enterprise fails to satisfy requirements concerning proof of origin, the Manufacturer Certificate, or exporter information in accordance with the regulations.
4. Important Considerations for Importers
Before importing ceramic and porcelain tiles from India, businesses should carefully review the following:
✓ HS Code and Product Characteristics
Determine whether the products fall within the scope of the Decision based on both their HS classification and actual characteristics.
✓ Proof of Origin
Prepare the appropriate Certificate of Origin (C/O) or other valid documents certifying the origin of the goods.
✓ Manufacturer
Verify the manufacturer's information and prepare the Manufacturer Certificate as required.
✓ Exporter
Ensure that the exporter's name stated on the contract, commercial invoice, and relevant shipping documents is consistent with the applicable requirements.
✓ Import Costs
Calculate the applicable anti-dumping duty in advance to proactively determine the landed cost and total import expenses of the shipment.
