To help the business community promptly stay informed about changes in tax policies and customs procedures, the Sub-Department of Customs Region VIII has just released the latest update of the 2026 Import–Export Tariff Schedule file.

The update dated April 5, 2026 includes several important adjustments regarding preferential tax rates and specialized commodity lists that businesses should pay attention to.
1. Latest Updates in the 2026 Tariff Schedule
In this update, the focus is on implementing Free Trade Agreements (FTAs) and new decrees on preferential tax rates:
Tariff Rates
- Preferential Import Tariff for petroleum products: Updated in accordance with Decree No. 72/2026/ND-CP. This is a significant adjustment directly affecting costs and business plans of petroleum distributors.
- AJCEP & VJEPA Tariffs: Official application of the new tariff schedule effective from April 1, 2026 to March 31, 2027. Businesses trading with Japan and ASEAN countries should take note to apply appropriate preferential codes.
- Preferential Import Tariff under the Vietnam–Cambodia Agreement 2026: Updated special preferential import tariffs applicable to goods originating from Cambodia under the latest bilateral agreement.
Goods Management Policies
- Chemical list: Supplemented and updated in accordance with Decree No. 34/2024/ND-CP and Decree No. 26/2026/ND-CP.
- Anti-dumping duties: Applied based on the latest decisions No. 121/QD-BCT and No. 228/QD-BCT (2026).
- Group 2 Goods (Ministry of Construction): Updated list under Circular No. 10/2024/TT-BXD, relating to technical standards and quality inspection of imported construction materials.

3. Why Businesses Need to Update the Tariff Schedule Immediately
Using outdated tariff schedules or failing to update according to new Decrees/Circulars may lead to:
- Incorrect tax declaration: Resulting in tax arrears or late payment penalties.
- Missed tax incentives: Failure to take advantage of 0% or reduced tax rates under AJCEP and VJEPA.
- Customs clearance issues: Goods under chemical lists or Group 2 may be held for inspection if not properly declared under specialized policies.
Recommendation: Import–export staff should cross-check HS codes of their products with anti-dumping decisions (No. 121 and 228) to accurately calculate input costs.
