1. Overview of Energy Labeling

According to current regulations of the Ministry of Industry and Trade and the Government of Vietnam, many categories of electronic appliances, household electrical equipment, and industrial devices are required to carry an energy efficiency label before being circulated on the Vietnamese market.

Energy labeling is not only a legal compliance requirement to avoid penalties or cargo seizure, but also a benchmark that demonstrates product quality and transparency to consumers.
However, for first-time importers or companies without a dedicated compliance department, this process is often complex, time-consuming, and costly—especially due to prolonged customs clearance and port storage charges.


2. Product Categories Subject to Mandatory Energy Labeling

Pursuant to Decision No. 04/2017/QD-TTg, the following product groups are required to undergo energy efficiency testing and energy labeling:

Household Appliances:

  • Linear fluorescent lamps

  • Compact fluorescent lamps (CFL)

  • Magnetic and electronic ballasts for fluorescent lamps

  • Air conditioners

  • Refrigerators

  • Household washing machines

  • Rice cookers

  • Electric fans

  • Television sets

  • LED lamps

  • Storage water heaters

Office and Commercial Equipment:

  • Photocopiers

  • Computer monitors

  • Printers

  • Passenger cars (up to 9 seats)

  • Motorcycles and motorbikes


3. Energy Labeling Procedure

To complete the energy labeling process, importers must follow three main steps:

Step 1: Energy Performance Testing

Product samples must be tested at laboratories designated by the Ministry of Industry and Trade (such as Quatest 1, Quatest 3, etc.).

Note: If the product already has valid test results issued by a foreign testing organization recognized in Vietnam, this step may be exempted on a case-by-case basis.

Step 2: Registration for Energy Label Declaration

After obtaining compliant test results, the importer submits an energy labeling registration dossier to the Ministry of Industry and Trade, mainly via the national online public service system.

Step 3: Labeling and Market Circulation

Once the dossier is approved, the importer is allowed to self-print and affix the energy label to the product or its packaging in accordance with the prescribed format, and legally distribute the goods in Vietnam.


4. Required Documentation

A standard energy labeling declaration dossier includes:

  1. Application for Energy Label Declaration (as per prescribed template)

  2. Energy efficiency test report (issued by a designated testing organization; validity: 6–12 months depending on product type)

  3. Technical documentation: drawings, specifications, catalogs

  4. Proposed energy label design

  5. Notarized copy of Business Registration Certificate
