"Hot" dialogue to remove tax and customs problems for businesses

The problems that have become "bottlenecks" for production and business activities of many businesses have been analyzed and found solutions at the 2024 Dialogue Conference.

In the context of unpredictable fluctuations in the world economy, posing many challenges for the Vietnamese business community, the Dialogue Conference on tax and customs administrative policies and procedures in 2024 (December 11) has brought a lot of useful information to businesses.

Not only information and propaganda about new policies, the conference is also an opportunity for the Ministry of Finance and the Vietnam Confederation of Commerce and Industry (VCCI) to listen, share and directly solve the "hottest" problems of businesses.

Answering questions directly

The conference spent time for businesses to ask questions and make recommendations directly to representatives of the Ministry of Finance, the General Department of Taxation and the General Department of Customs. All of these problems are answered directly or in writing and publicized on the web portals of the General Department of Taxation and the General Department of Customs.

Accordingly, authorities have recorded and handled 88 problems related to the tax sector and 37 problems related to the customs sector.

At the conference, the representative of Intechco Vietnam Company asked about the procedure for importing processed plastic scrap, as well as the representative of Thai Binh Cotton Company raised problems with the import of fallen cotton. All were answered by Deputy General Director of the General Department of Customs Luu Manh Tuong to help solve problems, as well as coordinate with the Ministry of Finance and the Ministry of Natural Resources and Environment to provide more specific guidance for businesses.

In addition, a representative of BH Flex Vina Company proposed to declare VAT twice for FDI enterprises hired for export processing. Accordingly, Mr. Vu Manh Cuong, Deputy General Director of the General Department of Taxation, said that he had informed about Official Letter No. 5677 specifically guiding invoices and handling VAT refunds and said that there would be a similar guiding document for Bac Ninh province.

Pointing out new points, Ms. Ninh Thi Chung, Chief Accountant of Khang Long Company (Vinh Phuc province) asked about determining the type of purchase and sale of renewable energy certificates I-RECs for tax calculation. Mr. Vu Manh Cuong said that he had received an official letter from the Tax Department of Vinh Phuc province and was asking for opinions from units in the Ministry of Finance for specific guidance. And, the General Department of Taxation has also sent an official letter to the Ministry of Planning and Investment to ask for opinions on the determination of this activity.

Efforts to support businesses to overcome difficulties

According to Deputy Minister of Finance Cao Anh Tuan, through the conference, the Ministry of Finance has grasped the thoughts, problems and difficulties in the process of implementing tax and customs policies and procedures of enterprises, thereby having a plan to handle them in a timely and fast manner.

In addition, Deputy Minister Cao Anh Tuan shared that over the past time, the Ministry of Finance has proactively implemented many solutions to support businesses and people, continuing the tradition of accompanying and supporting from previous years.

Specifically, the Ministry has studied, proposed and promulgated solutions on exemption, reduction and extension of taxes, charges, fees and land rents. A number of prominent policies, including: Reducing environmental protection tax rates on gasoline, oil, and grease; Reduce the value-added tax (VAT) rate by 2% for some groups of goods and services; Reduction of charges and fees; Extension of the deadline for payment of VAT, corporate income tax, personal income tax and land rent...

According to Mr. Tuan, the total scale of support for these solutions is up to about 191 trillion VND, of which the amount of taxes and land rents extended is about 95 trillion VND and the amount of taxes, fees and charges is reduced by about 96 trillion VND.

"The promulgation and implementation of the above-mentioned support solutions for taxes, fees, fees and land rents has also received the consensus, support and appreciation of the business community and people. This has contributed to supporting businesses and people to overcome difficulties and stabilize production and business activities," Deputy Minister Cao Anh Tuan affirmed.

Up to now, the Ministry of Finance has promoted the reform of administrative procedures and modernized the financial sector, especially in the field of taxation and customs. The electronic tax declaration system has been deployed nationwide with the rate of businesses using online tax declaration reaching 99.93%. Accordingly, the rate of enterprises using electronic tax payment services reached 98.57%, while the rate of submitting applications for electronic value-added tax (VAT) refund reached 97%. In the field of customs, over 99% of customs procedures are carried out electronically through the Automated Customs Clearance System (VNACCS/VCIS). The national single-window mechanism has connected 250 administrative procedures of 13 ministries and branches, with nearly 7.6 million sets of documents of more than 75 thousand enterprises.

Mr. Pham Tan Cong, Chairman of VCCI, shared that in 2023, VCCI has gathered opinions together with the Ministry of Finance to resolve more than 450 opinions and recommendations of businesses, including specific problems and problems arising in legal documents. This information has helped the functional units of the Ministry of Finance to consider amending it to suit the actual operation of enterprises. In particular, a number of long-standing problems and difficulties have also been discussed by VCCI with relevant tax and customs departments to consider and solve to ensure the legitimate rights and interests of enterprises.

Mr. Pham Tan Cong said that 2024 will record a strong economic recovery and development process of the economy with a full-year economic growth rate that can exceed the target of 7%. According to him, many factors support growth in 2025, such as the passage of a series of important laws and breakthrough thinking, removing difficulties and clearing bottlenecks of the economy, congested resources will be relieved and create growth momentum. On that basis, Vietnam expects to achieve a growth rate of 8% in 2025 as the Resolution of the National Assembly, and may even reach 2 digits in the near future, ready for a new era, an era of national growth.

The conference closed with the commitment of the Ministry of Finance to continue to reform and improve tax-customs policies in the direction of transparency and specificity, creating maximum convenience for businesses. Deputy Minister of Finance Cao Anh Tuan, emphasized: "The Ministry of Finance will continue to closely monitor the actual situation to study and propose appropriate solutions."

In addition, VCCI's leaders affirmed that they will continue to be a bridge between businesses and management agencies, contributing to improving administrative policies and procedures, creating a favorable business environment./.
