In the new context in the US market, logistics plays a key role in minimizing costs and limiting the impact of tariff policies, improving supply chain efficiency and expanding market entry opportunities.


On the morning of June 19, in Hanoi, the Trade Promotion Agency, the Import-Export Department (Ministry of Industry and Trade) in collaboration with Super Cargo Service Group, Cargotrans USA organized the seminar "Logistics solutions for import-export enterprises facing US tariff policies - Challenges and opportunities".

The workshop attracted the attention and attendance of representatives of units under the Ministry of Industry and Trade; a large number of import-export enterprises, logistics service providers of Vietnam and the United States.

Challenges posed by new U.S. tariff policies

Speaking at the opening of the workshop, Mr. Bui Quang Hung, Deputy Director of the Trade Promotion Agency said: The United States has long been one of Vietnam's leading export markets, with an export turnover of more than 100 billion USD in 2024, accounting for a large proportion of the country's total export turnover. However, new tariff policies from the United States including anti-dumping duties and countervailing duties are posing many challenges for Vietnamese exporters. These changes not only increase costs, but also require businesses to optimize their supply chains and logistics to maintain a competitive advantage in global trade. In this context, logistics plays a key role in minimizing costs and limiting the impact of tariff policies, improving supply chain efficiency and expanding market entry opportunities.

"The application of advanced technologies such as artificial intelligence (AI) and blockchain in logistics management, along with taking advantage of new-generation free trade agreements (FTAs) that Vietnam is a party to, will help businesses reduce costs, increase transparency and meet the strict standards of the US market." Mr. Hung emphasized.

Mr. Hung also said that by the end of May 2025, the country's total import and export turnover will reach over 355 billion USD, up 15.7% (equivalent to an increase of about 48 billion USD) over the same period last year, foreign direct investment (FDI) inflows into Vietnam continue to maintain growth momentum, estimated at about 8.9 billion USD, up 7.9% over the same period. Logistics, green industry, and high-tech industries are attracting great interest from investors from the United States, Singapore, South Korea, Japan, China, and other countries. This trend opens up opportunities for Vietnamese businesses to cooperate with international partners, take advantage of technology and capital to upgrade logistics infrastructure, from smart warehouses to multimodal transportation.

Mr. Bui Quang Hung, Deputy Director of the Trade Promotion Agency, said: Logistics, green industry and high-tech industries are attracting great attention from investors from the United States, Singapore, South Korea, Japan, China and other countries.

The Ministry of Industry and Trade, through the Trade Promotion Department and the Import-Export Department, has been implementing many activities to support businesses in terms of information, policy updates as well as diversification of export markets.

Specifically, such as: Providing market information and policies, organizing periodic briefings with the Vietnam Trade Office system abroad to update information on tariff policies, import regulations and market trends. Regulate and manage logistics activities related to the import and export of goods, support localities and associations to develop logistics services and improve the capacity of logistics service enterprises; connecting logistics service enterprises with domestic and foreign manufacturing enterprises, import-export enterprises, ensuring that logistics activities in the field of import and export take place smoothly, efficiently and in compliance with law. Organizing online and face-to-face trade connection programs with overseas partners; trade delegations go to survey, work directly with imported customers as well as a series of domestic and foreign fairs and exhibitions. Organizing training programs on supply chain management, logistics optimization and compliance with international standards have been implemented, helping businesses improve their competitiveness and meet the increasing requirements of foreign markets, of which the United States is a key market.

Promoting the development of logistics services to support exports to the US market in the new context

Regarding the issue of US reciprocal tariffs, Mr. Tran Thanh Hai - Deputy Director of the Import and Export Administration said: On April 2, 2025, President D. Trump officially signed and announced the Decree imposing reciprocal tariffs on all imported goods from all US trading partners. On April 9, 2025, President D. Trump announced a 90-day moratorium on the application of separate reciprocal tariffs for partner countries (excluding China). The remaining 56 partners will still be subject to the 10% reciprocal tariff during this period. From June 4, the United States officially imposed a 50% tariff on steel and aluminum imports from all countries, except the United Kingdom. Vietnam and the United States are still conducting negotiations on reciprocal trade.

Forecasting the impacts of the US reciprocal tax policy on the competitiveness of Vietnamese goods into the US market, FDI inflows into Vietnam..., Mr. Tran Thanh Hai pointed out the challenges for the logistics sector in the new context. They are: Logistics demand may decrease due to a decrease in exports; the cost of logistics services increases; unstable and unpredictable markets can make it difficult for businesses to plan for long-term investment; reducing FDI attraction affecting the formation of high-value supply chains; competitive challenges from countries with similar production models...

Regarding Vietnam's response solutions, Mr. Tran Thanh Hai said that in the short term, along with bilateral negotiations with the United States, it is necessary to proactively adjust economic policies to adapt to the new context; promote the disbursement of public investment capital, upgrade infrastructure, remove institutional bottlenecks; continue to support businesses on issues such as credit, loan guarantees, updating market information, trade promotion, etc.

In the long term, it is necessary to continue negotiating and signing FTAs to diversify export markets; increasing the localization rate, improving domestic value, towards a sustainable supply chain; institutional reform, transparency of trade and investment activities; creating an environment to nurture businesses, forming pioneering enterprises...

For the business community, the Deputy Director of the Import and Export Department recommends that it is necessary to develop a long-term business plan, proactively forecast risks; strengthen supply chain linkages and cooperation; diversifying markets, expanding customer bases; allocating long-term investment resources, improving the competitiveness of enterprises; building strong brands and leveraging e-commerce; transparency of operations, no commercial fraud...
