With the right orientation and drastic implementation, Ba Ria - Vung Tau province (BR-VT) has gradually shaped the socio-economic development model on the basis of promoting the natural advantages of the sea for rapid and sustainable development, rising to become a province with many advantages to promote economic development in the Southeast region.


Synchronize solutions

With the advantage of having a long coastline, diverse marine ecosystem, the largest oil and gas reserves in the country, a deep-water port and a strategic location in the Southeast region, BR-VT is considered a locality with a lot of potential for marine economic development.

Resolution No. 05/NQ-HDND dated May 31, 2023 of the Provincial People's Council (BR - VT provincial planning) for the period of 2021 - 2030, with a vision to 2050, sets the goal: BR - VT becomes a national marine economic center, meeting the national criteria for sustainable development of the marine economy; to form and develop key marine economic sectors meeting international standards, including: sea and island tourism; maritime economy (seaports, logistics, shipping services); exploitation of oil and gas and other marine mineral resources; coastal industry; aquaculture and exploitation; renewable energy and new marine economic sectors.

At the same time, focus on protecting the marine environment, responding to climate change and sea level rise. Accordingly, striving to achieve by 2030, the proportion of marine economic sectors in the province's GRDP (excluding oil and gas) will reach about 60%, of which, the pure marine economic sectors will reach about 20%.

In order to promote the advantages of marine resources, over the past time, in addition to building logistics service centers, strongly developing the port system, the provincial government of BR - VT has focused on building planning, programs and plans to exploit the strengths of the marine economy, first of all, focusing on the sectors, infrastructure sectors such as transportation, electricity, water, financial services, credit, health, education; in-depth investment in key industries such as mineral exploitation, development of industrial services, oil and gas services; seaport services and logistics services, tourism development and tourism services; aquatic logistics services...

In particular, according to the Master Plan for the development of Vietnam's seaport system for the period of 2021 - 2030, with a vision to 2050, the seaport of BR-VT province is classified as a special seaport and the largest system of gateway ports and international transshipment ports in Vietnam.

Currently, BR-VT province is concentrating all resources on investment and development of Cai Mep - Thi Vai seaport system to become a gateway port, a special international transshipment port of the country, developing the seaport industry and logistics of BR-VT port to become a key economic sector of the province.

Box: In early June 2024, according to the ranking of the World Bank and S&P Global Market Intelligence on the CPPI (Container Port Performance Index) for 348 global container ports, the container ports in the Cai Mep region are currently ranked 32nd in the world in terms of capacity and 12th in terms of best performance index.

Perfecting marine economic development policies

Despite many outstanding advantages, the development of the marine economy in BR - VT still faces many difficulties and challenges, such as: still embarrassed in moving aquatic and seafood processing facilities that cause environmental pollution out of the center of Vung Tau city, far from attractive marine tourist attractions; lack of unique tourism products, bearing local imprints, .....

According to many economic experts, in order to develop the marine economy in BR-VT effectively, this locality needs to urgently complete the policy of developing the marine and island economy to meet the requirements of economic development and international integration. At the same time, strengthen the leadership and direction of Party committees and authorities at all levels on the development of the marine and island economy. At the same time, do a good job of propaganda so that all cadres, Party members and people understand the meaning and importance of developing the marine and island economy in the period of promoting industrialization and modernization in order to create consensus on ideology, awareness and action.

On the other hand, in the process of formulating policies for the development of the marine and island economy, the government of BR-VT province needs to pay more attention to the participation of experts, scientists, the business community and the people. Regularly direct state management agencies for economic activities in the province and periodically meet with other localities, dialogue on laws and policies, promptly settle proposals of enterprises, remove bottlenecks, adjust and supplement policies, etc measures to facilitate production and business activities, especially in the current difficult period.

In particular, the reform of procedures and administration towards the goal of simplicity, compactness, openness and transparency in marine economic activities in order to improve the capacity of the management apparatus, towards the goal of openness, transparency, simple and compact procedures in all sectors of the economy, especially in the field of investment, land, tax,...

Recently, in order to awaken the potential of the marine economy, BR - VT has built a coastal route (connecting Vung Tau city with Long Dien, Dat Do, Xuyen Moc and Binh Thuan districts) tens of kilometers long, passing through fishing villages, which have only been used to fishing for many generations. seafood to attract a series of large tourism projects, including many projects with an investment capital of up to billions of USD, such as the Ho Tram Strip project, Binh Chau Safari Wildlife Zoo...

In addition, according to the BR-VT Provincial People's Committee, up to now, the Cai Mep - Thi Vai area has about 35 ports, 22 ports have been put into operation (19 official projects, 3 temporarily exploited projects), with a capacity of 117.8 million tons/year, including 7 container ports with a capacity of 6.8 million TEU/year. In particular, Gemalink International Port in this area has now received the largest generation of container ships in the world today, with a tonnage of up to 232,000 DWT and a capacity of over 24,000 TEU.

In particular, over the past time, BR-VT has improved the business investment environment, innovated the content and methods of investment promotion through reviewing, adjusting and supplementing regulations related to the fields of land, minerals, construction investment, business establishment, etc tax... in the direction of creating favorable conditions for investors.

In addition, the locality regularly monitors, inspects and evaluates the implementation of the Master Plan for development to 2030, vision to 2050 in the field of fisheries, seaports, tourism, etc., in order to promptly amend and supplement it to suit the reality and socio-economic development orientation of the province. At the same time, coordinate uniformly and synchronously between departments and branches in planning, ensuring the harmonious development of the interests of fields and sectors in the province, in order to maximize resources, avoid overlap and waste.

With the right orientation and drastic implementation, BR - VT province has gradually shaped the socio-economic development model on the basis of promoting the natural advantages of the sea, using it effectively, saving internal resources and being proactive. actively integrate for rapid and sustainable development, have a reasonable industrial-agricultural and service economic structure, and rise to become a province with many advantages to promote economic development in the Southeast region.

Currently, the industrial - seaport functional area is planned by BR-VT in association with the economic axis of industrial dynamics - Cai Mep - Thi Vai seaport, helping to orient the development of the seaport industry and develop a general service urban area serving industry and seaports, multi-industry services.

This region will be closely connected in economic space with the industrial, urban, service and logistics belts along the Ring Road 3, Ring Road 4 corridors and expressways of the Southeast region. At the same time, the seaport planning plan also connects with industrial zones in Phu My, Chau Duc, Dat Do, Long Dien, Ba Ria, increasing transportation advantages to invite investors.
